Building the Enablement Layers of NICE
The NICE Stewardship Council, LLC focuses on ecosystem growth. Right now, that means partnerships with teams who can help realize the enablement layers—identity & trust, secure execution, data substrate, and IX realization.

Partnership Focus Areas
We are assembling partners who can build, integrate, or operate the core enablement layers needed for human-scale constitutional infrastructure.
Identity & Trust Infrastructure
- SSI / credential ecosystems and verifiable attestations
- Device-bound trust, identity gates, and secure enrollment
- Crypto-agility and forward-compatible identity posture
Secure Execution Substrates
- TEE-enabled runtimes and confidential compute patterns
- Industrial-grade edge / home-hosted node profiles
- Operational hardening: uptime, patching, threat management
Data Substrate Realization
- Personal Data Store implementations and governed data access
- Privacy-preserving compute and audit-grade provenance
- Interoperable storage & APIs aligned to constitutional constraints
IX Realization Platforms
- IX-REGISTRY (declarations) and IX-VERIFIER (conformance)
- IX-MATCHER (participation reconciliation) and IX-ROUTER (execution mapping)
- IX-JOURNAL (provenance, receipts, audit trail)
Partnership Models
Partners can engage at different depths—from reference implementations to pilots and operational substrate. These models are intentionally concrete to support fast alignment.
Reference Implementation Partner
Build- Deliver a working implementation of an enablement layer component
- Publish operational assumptions, security posture, and integration notes
- Support early adopters and partner integrations
Infrastructure Substrate Partner
Operate- Provide hardened compute / networking substrate aligned to NICE posture
- Support reliable node operation, patching, and threat management
- Enable deployment tiers (personal, commons, institutional interfaces)
Pilot Deployment Partner
Prove- Run a bounded pilot with measurable outcomes and auditability
- Validate governance rails, receipts, and end-to-end user standing
- Produce a publishable adoption story (as permitted)
Institutional Interface Partner
Bridge- Bridge legacy systems into NICE enablement layers (without custody capture)
- Contribute institutional patterns: compliance, procurement, assurance
- Help define pragmatic interface expectations for real-world adoption
Governance Clarity
Stewardship accelerates growth—without claiming constitutional authority.
What the Stewardship Council does
Cultivates enablement partnerships, aligns implementations, and helps form the ecosystem coalition needed to realize NICE.
What the Stewardship Council does not do
It does not author or control the Constitution, and it does not unilaterally set constitutional invariants or governance outcomes.
Constitutional authority and official constitutional publication live with the NICE Constitutional Custodian, LLC. Endowment-backed durability is supported via NICE Foundation.
Submit a Partnership Alignment Brief
Keep it short, high-signal, and capability-focused. We use this to route the conversation to the right enablement workstream.
What to include
- Organization — name, role, and a primary point of contact
- Focus area — Identity & Trust, Secure Execution, Data Substrate, or IX Realization
- What you can contribute — implementation, operations, integration, or pilot capacity
- Proof points — existing products, deployments, or relevant prior work
- Proposed next step — a 30–60 minute alignment call, or a written technical exchange
Email your brief to info@nicesteward.org. If you already know the focus area, you can also copy: legal@nicesteward.org (contracts / formalities) as needed.

Partner With Us
We are actively forming enablement partnerships—if you can help build or operate the infrastructure layers, we want to talk.
